Maybe something different for Baltimore's crime problem

   There isn't a week that goes by that we don't have multiple killings in Baltimore.  The response is usually to have the Police Chief talk about putting more police on foot patrols in the most violent areas.   That quick and dirty approach seems to never really change anything longterm.  Scotland once had a problem similar to Baltimore.   Maybe Scotland had a better long term comprehensive approach that gets at the causes of the problem.
