Library user nostalgia and other Sunday items

Remember when a trip to the library included one of these??

      Out hiking this week I came upon this unusual shaped structure that I couldn't figure out what it was.  Can you guess the location in Columbia and any guess on what it is?

    I'm guessing you were off the Patauxent Branch Trail, in which case, there's a sewer line that runs along side it, so it's probably related to that. A way to help get rid of the gas pressure that can build up in that system.
